Possible?
This story was originally published by Capitol Hill Blue. So, please, take it with a ton of salt. Via Suburban Guerilla:
A confidential memo circulating among senior Republican leaders suggests that a new attack by terrorists on U.S. soil could reverse the sagging fortunes of President George W. Bush as well as the GOP and “restore his image as a leader of the American people.”I'm not spreading this as a literal indictment of the GOP. Again, it came from Capitol Hill Blue.
The closely-guarded memo lays out a list of scenarios to bring the Republican party back from the political brink, including a devastating attack by terrorists that could “validate” the President’s war on terror and allow Bush to “unite the country” in a “time of national shock and sorrow.”
The memo says such a reversal in the President’s fortunes could keep the party from losing control of Congress in the 2006 midterm elections.
GOP insiders who have seen the memo admit it’s a risky strategy and point out that such scenarios are “blue sky thinking” that often occurs in political planning sessions.
But seriously, don't you think twice when you read it? And isn't that sad?
I've written extensively about Bush, his personality, and what happens when people like him and others in his administration are cornered. Did anyone seriously think five years ago that Americans would be implicated in widespread torture that occurs in secret gulags? How about using chemical weapons on civilian populations? Or raping children in Abu Grahab?
This administration has continued a GOP tradition started in the Nixon administration of destroying government credibility. And who knows? That's probably a conspiracy plan itself.

Nothing would surprise me anymore. We are on the other side of the Looking Glass.
Given all the scandals, and the documentation that has come out, I think the odds are 50/50 in Bush's favor that this scenario would work. What if this happened and the federal government responded as it did with Hurricane Katrina? Bush is damaged goods. It's not clear if he can dig himself out (he refuses to admit anything, for one).
